What are some good ways to increase attendance to annual state conventions? Also, what are the best ways to obtain funding for state conventions?

Great question! I know that one way to make attendance higher is offer benefits. This could be anything from a mini expo fair with potential employers, to resume editing, to interview practice! For funding you can fundraise, charge a small amount per attendant, get sponsored by your state professional organization!
